Hmmm. I think poverty is a symptom of societal dysfunction, not the cause.

Poverty isn’t just financial hardship; it’s psychological & emotional trauma that increases the probability of violence, addiction & even death by despair. It’s a petri dish out of which emerges the worst kinds of societal dysfunction. Our goal should be its complete eradication.

Not sure there's a meaningful distinction there? Poverty is certainly a political issue, as all politics is about the allocation of resources.
