When we're not in a declared war, nothing about funding the Pentagon is "vital." And the NDAA is "supported" on a bi-partisan basis because Congress is "bought and sold by the Military Industrial Complex" on a bi-partisan basis. Just so we're clear.

The military has such an extraordinary influence on every Congressional District. Placed strategically across the country in order to wield the most power for their agenda. Hideous, we spend so much on the military when so much good could come out of even 15% of their budget.
