If feels like if roles were reversed the Republicans would have seized on the pandemic response and excelled at the messaging to voters. I'm not sure Dems did quite as good a job

Not all Democrats were in favor of $2000 checks and even some who were in favor did not genuinely support them (e.g. Nancy Pelosi, Kamala Harris). That's why they never appeared in House bills sent to the Senate.
