The military knows how to wage war, and I respect that. But those who know how to wage peace should be given equal respect - and equal funding. Then we will be able to save the world.

Obviously not, since God knows we're prepared for war - and the world is not at peace. If you want peace, prepare for peace.

We aren't prepared for war, though we're armed for the fight. We lack the political and social will to wage a war with a well defined endstate. That's why were trapped in a quagmire in the Middle East, and watching China engulf the West Pacific.
