In China, median income is a fraction of that of Americans. Cost of living in large cities is comparable to that of large cities in the US. I would guess that 99% of Chinese could handle an unexpected $400 expense. Difference, in China they save, in the US we spend it all.

I get $275 a week. The $1k pays my bills and needs with little left over. If I hadn't been able to bank some of that extra $600 a week over the summer, when my $400 repair cost to my fuel pump that happened last week would have broken me.
