The $8B is the cost of upgrading ~3,200 bombs that were built in the 1960's. Not the cost of one bomb. When built, they cost ~$28M each. en.wikipedia.org/wiki/B61_nu… But I agree with you that the world should get rid of its nuclear arsenal.
