What matters is if the dollars are "stolen". If the govt puts out a program and people enroll, it is hardly "theft".

Why not address the Federal Reserve? They are not even a govt. organization, rather a central bank with a board full of international members who are the key drivers of how the American FIAT dollar performs. Now there is a conspiracy to look in to.
