The President actually doesn't have access to a lot of liquid capital. The only discretionary money he has to amount to anything is in FEMA. Trump already emptied that for unemployment extensions. Without Congress either President is fairly helpless in terms of hanging out money.

With Trump to compare to Biden has been made to appear much better than he is. He is a horrible person with a record to prove it. Progressives need to hold him and congress' feet to the fire if they want any real progress in the next 4 years
