Stealing a car still means arrest and bring in for an investigation. It does not mean shoot your gun. Why is this still happening????

If one don't follow the context, it'll be easy to think that the police is wrong. But even if you bother to research, and see the video released, it's still hard to come to a conclusion whether the kids was really driving towards the police.. or what?
