Tax the rich. Break up monopolies.
Invest in the American people.
Not really. Too steep penalties would've scared away many of the corporations and businesspeople from the US, taking amassed wealth and opportunities with them.
& the bottom receiving more financial opportunities doesn't imply that it won't be spent lavishly and carelessly.
