If you completed degree, you don't have to pay unless you start earning 50,000/yr or some numbers. No interest. If you didn't finish your degree, but earning more than 50k, pay back as much as you can. No interest. Something along this way.

No, his first thing that he does should not be bailing out the entire group of people who are most prepared to adapt to the stress of upskilling and getting a new job. I can’t think of a worse way to give a middle finger to the rural/urban divide than by doing this first.
