Easy. There isn't nearly as much of an entrenched Ghetto-Thug culture in most other western countries, where thugs think they can inconsequentally violate the rules of a civil society. That makes the situation much more dangerous for USA cops.

Policing in America is about protecting white wealth. Black ppl were property in this country, hence the slave patrol origins. It all stems from a corrupt system, so it’d be foolish to expect a different outcome.
