Marianne, Facebook was most assuredly on all of those government phones congress is issued... Once Facebook is installed, it has access. It is likely that Facebook (or people within Facebook) has everything about everyone.

Congress does nothing but block legislation. They know little about how the world is really functioning compared to Zuckerberg. He is far more influential than any of them.
