Shes literally saying it's not her job to change it, the 3/5ths was changed by the 14th amendment introduced in the civil war. Not by judges. She would then rule based on the 14th rather then the 3/5ths compromise. Because it was stricken down by Congress.

You should proabay know, if truth matters at all, that the 3/5 compromise was a punitive measure by slavery abolitionists in Northern states to diminsh power of Southern, slave holding states as a measure toward abolishing slavery.
