Most “opportunity zones” become an opportunity to exploit the neighborhoods where they’re crested. They’re opportunity for forces of gentrification to come into underprivileged neighborhoods, exploit them for financial gain & siphon the wealth created back out of the neighborhood

So the question is ... in these zones ... who is the opportunity for ... the people that live in the neighborhood ... or ... business people that come in from outside and ... buy up the housing stock ... create businesses ... and take the money they make ... out of the community

Like the word "freedom", the word opportunity is always followed by an unspoken "for whom, to do what?"
