Trump could have used the Defense Production Act at the very beginning to procure PPE, masks, ventilators etc but he didn’t want to override the free market even in an emergency. Governors and doctors and hospitals were begging. First responders and others died because of it.

Ms. Williamson, the initial shortages were primarily because the Chinese government was buying up PPE equipment around the world. They were stripping the shelves because they knew what was coming.
