I think he's appealing to get his job back. So it's the nature of the suit. It's my understanding that he wasn't charged criminally bc the woman didn't die or suffer significant injuries. I'd bet she has some degree of PTSD from that experience.

If you or I did what he did ... we would be charged with a crime ... clear and simple ... Not only do ALL POLICE need to let go and replaced with some form of Humanitarian workers ... but the laws need to be changed ... so something like this could never happen again!

That video made my chest hurt. The answer to your question is, Civil Service Commission. Civil Service protects bad actors & makes firings/ loss of benefits extremely difficult. Like unions that keep shield negative forces the civil service should be overhauled. This can't stand.
