Yes, Brainwashing has done this for generations, associating public well being with the recognizable evils of Stalinesque Communism. You can't fool all of the people all of the time but you CAN fool some of them all of the time (P.T. Barnum) - these have become the Trump Base.

People are trained from a very young age to believe they are essentially unworthy. This makes us more isolated, depressed, and disempowered—and also happens to make us more obedient workers.

A lot of them came of age under Reagan who cut government programs with one hand, and offered the same now poorly funded programs as examples of useless government with the other hand.
