We really don't know enough from this one photograph to have a grasp on what was happening. You're suggesting that he is being beaten by the police merely for protesting, & that's the message you want to send, but we don't know if that's true or not do we?

Why do so many policeman to catch this guy! And on the picture you can observe they are all in position to smack him with their batons. It's abusive, no matter what.
