Just as there’s a special criminal category for violent assault that’s an expression of bigotry (hate crime), there should be a special category for violent assault (such as driving car into a crowd of protestors) that’s intended as a direct effort to suppress peaceable assembly.

There are also conditions which take into account when a person fears for their safety. The occupants of these cars are instantly potential "collateral damage" when these violence-ready mobs (sorry, peaceful protestors) are close.
