My understanding is different. The Dem House immediately proposed legislation addressing police reform, the crux of the BLM movement. The GOP Senate refused to negotiate in good faith and pass it.

Rand Paul wrote the Breonna Taylor act and got attacked. Only local governments can do anything about cops and where they have reduced funds for cops murders have gone up. They March around intimidated and sometimes destroy with no sustainable goal.
