Imagine a world where the bottom line of all public policy was the amelioration of human suffering. It would be radically different, radically more peaceful, and radically more prosperous.

Many blame homeless people for being homeless. They claim its a personal responsibility issue, & that that person made a bad life choice at some point. It's bunk. As the gap between wages paid & cost of housing widen, homelessness goes up proportionately.

I'm laughing out loud. It's why hippies are left imagining, sounding ridiculous rather than credible, just being it. Loving ones oppressor to a fault.

China did that, the famously neoliberal PRC

imagine the history of all hitherto existing human society wasn't class struggle

A very uneducated take. Maybe read more books, particularly those from Russia during the troubles of all of the 20th century. Had you done that you'd know the only thing people are likely to do when they get their utopia is start to smash it down, just so something will happen.
While that’s ideal, public policy itself does not overwrite human sufferering. Suffering is part of being human. While I can point out many root causes I am not wont to do so, because it’s something culture must discover for itself. It is the red pill.
