That’s because the DOE wastes so much money on lawsuits, accountability is weak in the DOE, so putting more money into the system isn’t going to fix anything... it just let’s them hire more unnecessary positions!

NYC school budget is $34 Bil per year with a cost/student of $28,000/year, the highest in the country. The failure rate to pass standardized tests is > 50%. Throwing more billions at the problem is not the answer. Transforming our entire public school structure w/o unions is.
