In what way does it not work? The result of an election is not based on the motivation of the people who voted, but simply on who they voted for.

Usually when people finally realize that they have to sometimes vote their fear, It's already too late, the democracy would have already ceased to exist, and elections are fraudulent in favor of despot. Take it from somebody who comes from an authoritarian country.

It is, actually. People didn't vote for Obama because of policy or fear of the opponent. They saw charisma and progress. He ended up being a farce, but at least people were excited to vote. When that doesn't happen, Republicans win.
