Office of special counsel investigates. The head of each Govt agency adjudicates. It's a toothless law in this time and place.

And noneeee of that is happening realistically. There best punishment the people can dish out to Trump is voting him out, a special counsel can do what it has to do when he is gone. Trying to convict him will only help his campaign now.
