Biden should appoint a Presidential Commission on Recreating Law Enforcement. It should consist not just of “police experts” but of regular citizens, sociologists & social workers. And it should be actionable. We have to start thinking this way; we can’t just “reform” what is.

Reform starts by defining crime properly, as the word is referred to in the 13th A. It says no one may be enslaved except for crime. So defining crime is essential. It is defined by the criminal law jurisdiction over injury. By constitutional definition: No injury = no crime.

You are exactly right. The police need to have a civilian watchdog group that has some power. It should be fairly obvious to everyone that they cannot monitor themselves.
