Universal Basic Income is easiest/efficient. But a solid mesh of related social programs would work too. Either way just get it done.

Im going through your reasoning and wondering if you really are sincerely naive to think that this govt is actually taking measures as it should. Kenyans will die out of depression and hunger and not covid if this continues
