I hate that it was even formed. We already had 3 agencies performing that job at the time, we didn't need another. Of course, we also didn't need the Patriot Act, either. I was a conservative voter at the time and I was very much against all of this.

Seemed like a good idea at the time. This is the case with lots of departments set up so as to give the appearance of being proactive.
