Yes, yes, yes! You're 100% right in your first point. However, DHS hasn't failed,. Its original purpose was to consolidate domestic security operations and exert control of Americans through fear.

Ditto! We had over 15 intelligence agencies that had a few communications issues and arrogant managers that should have been fired. This agency was never needed in the first place and has a become rouge! with Christian Zealots running this country! Yet congress votes for more.

Both the Department of Homeland Security and I.C.E. were founded during the tenure of terrible President George W. Bush, in response to 9-11, which he could have prevented. Then he invaded Iraq. So the ideas of W. are not sound. Abolish both agencies.
