If said people are rioting with apparent impunity and the local government refuses to uphold the rule of law them it falls to the governor. When the governor fails, it falls to the president.
Guns provide the right of revolution. Violent revolution is literally America’s birthright.
Please enlighten me. The executive branch, which includes all officers of the law, takes an oath to defend the Constitution against enemies of the state both foreign and domestic. Domestic anarchists and nihilists openly supporting the overthrow of government are fair game.

The right of revolution is how our country came to exist despite English efforts to stop it. Of revolution were to be attempted again, the US government would fight it. It is up to the revolutionaries to sink or swim. See the Confederacy.

I like what you say. It is agreeable.
It’s starts with asking police to stand down and then defunding the po-pi. Then you disband them. All the while the peaceful protests escalate without consequence until they are no longer peaceful and no longer protests. Rev is a right, but it doesn’t mean you will be successful.
No, I’m not saying that. That simply means that individuals will be more responsible for their own self protection and that vigilantism will rise. The gap will be filled so as to avoid anarchy. Americans are well armed and can do this easily.

Well of course. If there are police, then their job is to uphold the law as it exists. They cannot abdicate their duty bc certain leaders or citizens want them to do so. If they aren’t there, then said leaders or citizens are free to proceed with their agenda.
