It is terrible to have 'militray?' people rounding up provocateurs in the streets but these mayors and governors have been either paralyzed with fear to allow this to happen or are standing by for nefarious reasons, either way they should be prosecuted or at least removed

Protests and dialogue in one's own jurisdiction, does not require, in fact forbids, illegal, discouteous, or harmful interference. Shrink Portland down to your home. You would not relish such federal interference in your affairs. You pay no tax to protect you against yourself.
