No, he would never "have to." Regardless how they do, it's the voters of their city and state who are supposed to deal with that. We're a democracy, not a dictatorship.

Are you under the impression Chicago doesn't have a Mayor and Illinois doesn't have a Governor? Given how Trump has handled the coronavirus, you think he'd be just great handling Chicago huh?
