Um, prisons need to house, feed, and give health care to prisoners and provide 24-hour armed security.
Unless you had massive prison overcrowding there's no way you could spend less per prisoner than you do per student at a school.
People have the right not to take psychiatric medicine and in doing so it's expensive for society.
I believe Bipolars like @marwilliamson are against psychiatry.
