There are many small businesses who have received nothing. Been told to completely shut down but do not fit the (one size fits all set of categories.

At a cost of $521B “SBA officials say the program helped support about 51 million jobs” That’s a lot of “support”! & @stevenmnuchin1 has faith in people (corporations)-he’s using the “honor system” for compliance! Not 1 biz owner had to pee in a cup w/suspicion $ was for drugs!
