A despot's motivation is rarely a sense of personal hatred towards the people he harms. Rather, the hatred is an emotional fuel for the frenzy he is able to arouse in his followers. Mexicans, blacks, transgender, whatever. In his mind, it's like a bucket of fish thrown to sharks.
