It may be that 2nd or 3rd but it’s primarily a way to stoke division, get reasonable/moderate people called racists by devout Democrats, which will annoy the reasonable/moderates so they’ll vote for him out of spite. It’s ugly but don’t take the bait.

Agreed, but he didn't know this history. He doesn't read or study, so this is all S. Miller or Kushner knowing the history and the optics, going to DT and saying "we're doing this" and DT just says "OK."
