When Barr talks about those who “plotted” these protests, it suggests the protests are “bad.” Was there some looting? Yes, it’s bad & of course it should be dealt with. But that’s a tiny aspect of what has occurred here.

"Systemic" a word to justify accusations that have no current evidence of being true. I have been erroneously accused of being a systemic racist because I refuse to legitimize black lives matter. They are a hate group responsible for police officers being attacked and killed.
