Better screening, increasing qualifications, improving hiring and background checks, training, and discipline are great to create accountability. Encourage citizens to also be respectful, not to resist arrest, & perhaps let them know where and how they can complain can help too.

I once read a psychiatrist said there is percentage of any group, institution, etc. that have individuals that may have mental & emotional problems including anger mngt that may lead to performance problems. It is up to leaders and managers to help them or sceen them out.

Well, if they couldn't hire cops with a history of domestic violence, they wouldn't have a police force, a thought that probably doesn't sit well with the capitalist class
