So about those mayors that we all thought were pretty socially enlightened guys. Is it that they were lying the whole time, or that they themselves are scared and are basically incapable of controlling their police forces? Trying to figure this one out.

Where's the mayor/governor who's been waiting for this moment, who had the truly radical police reform policy at the bottom of some cabinet, just waiting until s/he had the right moment to push it?
