So about those mayors that we all thought were pretty socially enlightened guys. Is it that they were lying the whole time, or that they themselves are scared and are basically incapable of controlling their police forces? Trying to figure this one out.

Police carry a lot of clout during elections. Elections are won or lost according to whether the local department decides to support a particular candidate. So mayoral candidates seem to try to promise them whatever they want. It's not exactly corruption, but close enough.
