So when various mayors say they truly understand and respect peaceful protesters - yet then their own police get violent toward those protesters - does this mean the mayors do not have control of their police forces? Actions speak louder than words.

Hennepin County, MN (includes Minneapolis) Sheriff Richasent sheriff deputies to Standing Rock. The county is overwhelmingly Democratic, yet somehow votes for a anti reform, Tea Party, Info War quoting Republican from 2007-2019. White centrists are the worst.

Its systemic, your entire police force are trained to use maximum force with maximum weapons equipped. Their job is protect and serve, not beat and mace though. Tear gas is a war crime on the battlefield, but allowed against civilians? No wonder the Riots started!
