Sorry no stipulations were given to any other reparations given previously and America spends 500b all the time without strings That added requirements is an unnecessary insult for over due to me and my community - as if you are saying we need instructions and guidance to get it

History shows that those "councils" have never worked, not for native americans, not for african-americans, etc. What is needed is a National legislation REGULATIONG cops AND judges with citizn councils supervision, cuz they work 4 us.
