When you’re giving $500 billion of taxpayer money, I think you absolutely can. Economic and educational renewal is extremely broad.

Marianne, no. Let them spend their money however they want if you’re gonna give it to them. What are you gonna do if they don’t spend it how you like? Throw them in jail? Fine then? Come on now

If the reparations council decides to just give individuals the money, then that would be their decision. That would be very hard to do however.
