You can’t put stipulations on reparations

When you’re giving $500 billion of taxpayer money, I think you absolutely can. Economic and educational renewal is extremely broad.

I think partly putting it into economic renewal is fine, but a big chunk of it has to go right into their hands. It's their money that was stolen from them, and they never got the benefit of generational wealth.
