How better to maximize profit than to cut those you might share it with? My state job is up 16% this year in filings. Yet, we're furloughing starting tomorrow. Not enough to qualify for unemployment. Unless we wanted to be 1 or 2 to furlough the summer with no certain return.

What your missing is your not business oriented, so looking at the financials I'm sure they married the bailout capital and necessary cash flow to sustain their business model longterm. Reducing the payroll was probably necessary to ensure survival.
