American and Delta Airlines were both part of the $25B bailout to the airline industry and both announced big layoffs today. What am I missing...?

That the bailout money was not enough. They could close and simply lay off absolutely everyone if you prefer.

They threatened to lay people off if they didn't get free money. Got free money with no requirement not to lay people off (thank you McConnell and Pelosi who BOTH fought against conditions). Now they're laying people off. Legal piracy same as usual.

Losses are bigger than what they planned for. They are still hemorrhaging cash.

Not a damn thing. Socialism for the wealthy and rugged individualism for the working person.

That bill tied to the first stimulus to "help" people said clearly in it. That companies that get bail out money are only required to keep staff for 60 days. It's there, It's just the media refused to share that part of it. Those of us who are paying attention saw it coming.
