Honestly, the TOC watchlist is a lot more focused than some of the shit Obama was pushing for, CISPA, PIPA, ECPA, and more. There was a controversial one that was signed in the day after the Boston Bombing. Let's not forget about Bush leaving the door open with the Patriot act.
