Alan, I wish that was all it took. From someone who has raised close to $1B for enterprises in N America, I can attest that concise and subconscious biases play a big roll in who gets the capital and who doesn't. Yes to smarts, hard work and appetite for risk, but not only.

Agree on biases but maintain this is a human trait and not limited to capitalists.

The fact that there are biases everywhere is beside the point. The point is that such biases keep too many people in the United States from having access to capital. Government’s role should be to remove institutional biases, not fortify them.

One question, seriously. Why do we think “government” (comprised of people with their own biases, as is being uncovered constantly), can effectively accomplish this?
