The CARES Act provided the Pentagon the authority to reimburse for the added costs of delays and shutdowns to contractors. The next bill gives them the money to start the reimbursements. It's our defense programs and the govt shut everything down. The govt is obligated to pay.

I believe if we took all of the funds allocated to war, plus the people in armed forces, and directed it all to healing and uniting our country, we would be able to face anything coming our way. I think there’s even a bible verse about “swords into plowshares”.

The only justifiable reason for this would be if the billions were reserved for medical related DARPA projects. Not sure if that’ll happen though.
