The test is not binary, there aren't any tests for infectious disease that are simply positive or negative & for Covid-19, medical labs can manipulate how many “cases" their country has, i.e. governments can determine case levels to drive whatever policy agenda it wants to enact.

Wouldn’t that take a level of coordination that doesn’t exist? And I didn’t have people around me that I knew, suffering from the swine flu. Aren’t the smaller numbers now BECAUSE of the efforts you decry?
